2026 verdict: SBLI (The Savings Bank Life Insurance Company of Massachusetts, 1907) sells affordable whole life and term. Licensed in every state except New York. It is a reasonable small permanent policy. It is not a first illustration versus MassMutual or Penn Mutual for cash value.

Price-sensitive buyers outside New York who want a straightforward whole life and will accept average participating performance.
Who should skip: New York residents; anyone whose only metric is dividend interest rate and PUA growth. Use top whole life companies for cash value.
The good
- Often lower premium than a large mutual on the same small face
- Honest on their own site that whole life alone may not be the whole plan — term + permanent is a real design
- Long Massachusetts savings-bank lineage
The not-so-good
- No New York
- Smaller balance sheet and brand than the A++ mutuals
- “Lowest rates in the U.S.” is marketing. Requote.
